What is the difference between assisted living and memory care in Pennsylvania?

Assisted living in Pennsylvania is a DHS-licensed Personal Care Home or Assisted Living Residence that provides housing, meals and personal care; memory care is a secured dementia unit inside one of those licensed homes. Neither is a nursing home, and Pennsylvania has no separate memory care license.

Assisted living (PCH or ALR)Memory care (secured dementia / special care unit)
Who licenses itPA DHS — a Personal Care Home (55 Pa. Code Ch. 2600) or an Assisted Living Residence (Ch. 2800)PA DHS approves a Secure Dementia Care Unit (PCH) or Special Care Unit (ALR) inside a licensed home; it appears on the home's certificate
What it isHousing, meals, personal care and help with medicationsA secured unit for residents with Alzheimer's or another dementia, with added staff training and programming
What it isn'tNot a nursing home — no 24-hour skilled nursing (an ALR can offer more health services than a PCH)Not a separate license — Pennsylvania has no stand-alone memory care license
Who it fitsAdults who need help with daily activities but not round-the-clock nursingPeople whose dementia makes an unsecured setting unsafe
Typical Greater Philadelphia cost$4,800–$6,900/mo (2026)$6,200–$8,600/mo (2026)
Who paysMostly private pay; Medicare does not pay rent, and Community HealthChoices does not cover room and boardSame — ask each home which public programs it accepts for care services
