Pennsylvania splits senior-care licensing across two agencies: the PA Department of Human Services (DHS) licenses Personal Care Homes (PCH) under 55 Pa. Code Chapter 2600 and Assisted Living Residences (ALR) under 55 Pa. Code Chapter 2800 (Act 56 of 2007); the PA Department of Health (DOH) separately licenses Long-Term Care Nursing Facilities under 28 Pa.
